In his speech, Miller said that Canada had a large number of small private colleges that lacked school funds, attracting international students to pay high tuition fees by "graduating to work in Canada" and blindly expanding the proportion of international students. There are also about hundreds of "diploma mills" in which students pay a fee to obtain a fake degree.

 

The report quoted a senior director of the institute as saying that in addition to the negative impact on Canada's education industry, many international students will compete with local low-income renters for cheap housing, and many investors buy a large number of single-family homes to convert them into international student apartments, which have damaged the local housing market.

 

Under new rules issued by the Canadian government, Canada will set a cap on the number of study permits in 2024 and 2025. In accordance with Canadian law, international students without a study permit will not be allowed to study in Canada. In 2024, the government of Canada will approve about 360,000 undergraduate study permits, which is 35 percent less than in 2023.

 

Canada will also allocate study permits based on factors such as the distribution of universities and the number of international students in each province. Miller said the number of permits would be reduced by about 50 per cent in some provinces. At the end of 2024, Canada will again assess the number of study permits issued in 2025 on a case-by-case basis.

 

However, Miller said the number of students coming to Canada to study for master's and doctoral degrees, as well as primary and secondary school students will not be capped, and current study permit holders will not be affected.
