The British media revealed on March 31 that Israel has made a formal proposal to the United Nations to dissolve the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which carries out humanitarian assistance activities in the Gaza Strip.
The Guardian, citing UN sources, reported that IDF Chief of Staff Herzi Halevi made the offer to a group of UN officials visiting Israel last week, who forwarded it to UN Secretary General Antonio Guterres on March 30.
According to reports, the Israeli side has offered to transfer UNRWA's aid tasks to other UN agencies, or to set up a new aid agency to handle food distribution in the Gaza Strip, and 300 to 400 UNRWA employees could be "transferred" to the new agency or to UN agencies such as the World Food Programme.
Unrwa was established in 1949 to provide humanitarian assistance, education and health services to registered Palestinian refugees living in the occupied Palestinian Territory, as well as in Jordan, Syria and Lebanon. According to Reuters, two-thirds of Gaza's 2.3 million people receive help from the agency.
Unrwa currently employs about 13,000 people in the Gaza Strip.
The Guardian report did not mention a response from the UN. Some UN officials have privately expressed dissatisfaction with the proposal, saying it would result in the UN taking orders from Israel and hampering aid activities in the Gaza Strip.
In January this year, 12 UNRWA employees were identified by Israel for their involvement in a large-scale attack by the Palestinian Islamic Resistance Movement (Hamas) against civilian and military targets in Israel on 7 October last year. The United Nations investigated the claims and 12 employees were fired. Many Western countries, including the United States, stopped funding UNRWA.
The Israeli side has repeatedly stated that UNRWA's activities in the Gaza Strip must cease and be replaced by other agencies. Candidates include the World Food Programme and USAID, the US foreign aid agency.
